Supply Chain Management (SCM) at Goldfields TVET College is a critical support function that ensures the effective, efficient, and compliant procurement and management of goods and services in line with the Public Finance Management Act (PFMA) and other relevant National Treasury regulations. The SCM unit plays a central role in enabling the College to deliver on its educational mandate by ensuring that all resources are acquired and managed responsibly, transparently, and in a manner that promotes value for money and service delivery.
The Supply Chain Management division is responsible for a wide range of core functions, including demand management, acquisition management, logistics, contract management, and asset management. The unit involves the coordination and planning of procurement based on the Collegeās operational and strategic needs, ensuring that all requirements are identified, budgeted for, and planned appropriately. It also oversees the procurement process, ensuring that goods and services are sourced through competitive and fair bidding processes, aligned with applicable policies and regulations.
Other functions are to ensure that all procured goods and services are delivered on time and meet the required specifications. This includes managing the distribution, transportation, and storage of items, as well as monitoring the performance of service providers to ensure contract compliance and effective service delivery. Furthermore, the SCM unit ensures that procurement processes support the principles of broad-based black economic empowerment (BBBEE) and socio-economic development by promoting the participation of emerging suppliers, including small, medium, and micro enterprises (SMMEs).
The SCM unit is led by the Assistant Director: Supply Chain Management, Mr. Molehe Leteane, who oversees all operations within the unit. Mr. Leteaneās portfolio includes the strategic oversight of asset management, ensuring that the Collegeās assets are properly recorded, maintained, and disposed of according to regulations. He also leads demand and acquisition processes, working closely with internal stakeholders to align procurement with institutional goals and budgetary allocations. Through effective leadership, the SCM unit continues to play a vital role in promoting transparency, accountability, and good governance in the Collegeās financial and operational environment.
